Can some one help me with information on the Minimum number of hours employees can work if they were as to come in on a weekend for Mandatory training. The training is only an 1.5hr long, however they are all hourly employee. Question is do they get paid for 4 hrs mininmum or do we pay them for only 1.5 hrs which is the duration of training. Keep in mind this is outside they regular work.

federal law requires payment for hours worked only (in your case 1.5 hours of mandatory training).  your state law might be different.  what state? plus, are there any travel time issues?

There is no minimum under the law.  You can compel your employees to come in for .01 hours as a term of continued employment.  It may make them mad and result in turnover and things like that, but it's perfectly legal.  Minimum shift requirements are often seen in CBAs but they're not part of any applicable federal or Texas state law, assuming you are a private employer.  If the training is ocurring at all the hourly employees regular work site, or in the same city as their regular work site with only a single location to go to for the training, there will be no travel time concerns.
