Does anyone have any idea how long it will be before the actual impact of the new ozone standards will be felt by the regulated community in the from of new and/or more stringent regulations?

This new standard is not passing the smell test, so my somewhat educated guess is that it will be yanked and another more stringent one will be issued in the next administration. so, in answer to your query -- years!
