    Does anyone know of a legitimate university or college that offers a safety degree program online?

    Contact Tom Ryan at the Central Maine Community College.  Their program is classroom, but he is willing to do it online as well.  Mostly through emailing PPTs and you doing the bookwork.  Plus - if you are already in the field, he will give you credit for what you have already mastered.  I haven't talked to him in two years; hopefully nothing changed.
