What are companies doing to provide proper fall protection in thge "grey area" from 6' to 18' in regards to shock-absorbing devices, pfl's,  and calculating free-fall distance etc.??

Well... retractables are generally the best way to go, although they can be pricey.  I recently learned of the Dennington Harness... it has shock absorption built-in.  It seems to cut out a good bit of the total fall distance.

I don't think I fully understand your question.  Companies are doing everything to keep employers legal... it's the employers who need to train their employees to calculate fall distances, expansion of shock absorbing systems, etc.  If all else fails, use a retractable.  They usually limit the fall to 18".
