    Dear Jian,

For complicated tasks, usually it is the person conducting the assessment in conjunction with the worker performing the tasks. For uncomplicated tasks, the assessor alone is fine.

The EH&S Manager should manage the assessments. However, it should be a team effort to eliminate or address the hazards identified.

A review should take place annually or whenever conditions in the plant change. You may find that steps used to eliminate the hazard render the JSA obsolete.

    Hi Jian,

we consider JSA as the lowest level of risk assessment and it is done by all the workteam; it is a break down of the job to do into steps and hazards associated to each step identified and mitigation measures put in place for each of the step, when the JSA is completed, it is signed by the Work Execution Supervisor and all the work team, this is to ensure that everyone doing the job is aware of hazards/mitigation measures associated with the job. For more complicated jobs, a formal risk assessment is done with subject matter expert(s) and a facilitator.
