  • state NEPAs and climate change

    I am starting to prepare an EA for a state project, and was wondering what people thought about including an analysis of the effects of increased GHG emissions (it's a DOT related project). It seems that some states are requiring such analysis, and others explicitly do not. The state I am working with hasn't come out with a position either way. Should I add the analysis (which would add a ton more work), or should I leave it out because there is no specific reg requiring it? My client really wants to see this phase of development done soon.

    I'd stick with the original scope of work but you may want to mention it as an aside in the report.

    The other way to go is ask the client if they want it. If so, quote them a price. You can submit the GHG data as an addendum to the original report or submit a completely revised report.
