  • Fire Prevention Plans

    Who is required to have a fire prevention plan?

    I am new to the safety side of HR, well HR in general and noticed OSHA stated you needed one "when an OSHA standard in this part requires one."  How do I know if I'm in that part or not and does anyone have a example fire prevention plan they could email me?

    According to an OSHA interpretation letter (9/12/86 and edited 2/27/04), any employer that requires total evacuation of employees from the workplace upon the sounding of a fire alarm implicitly requires the employer to establish an Emergency Action Plan and Fire Prevention Plan that meets the requirements of 1910.38 and 1910.39. 

    Also, according to 1910.39 you must have an FPP if you have Ethylene Oxide, Methylenedianiline, or 1,3 Butadiene at your facility.

     Here is what I have used in the past.  It is pretty simple.  You need to look and see what your possible fire hazards are (welding, smoking, flames), and what will you do to minimize the possibility of a fire.

     

    XIII.    Fire Prevention and Workplace Hazards

     

    A.        It is the responsibility of all employees to prevent any type of fire in the building.  Below is a list of general items to take into consideration to accomplish this objective: 

                            1.         Extinguish all cigarettes in their proper place

    2.         Do not have open flame around any type of chemicals, paints, solvents, or flammables.

    3.         Make sure all hand-held torches are extinguished when not in use.

    4.         Do not put any type of hot object in trash cans, such as cigarette butts.

                B.        Workplace Hazards:

                            1.         Flammable substances

                                        a.         Paint and solvents

                                        b.         Mineral spirits

                                        c.         Alcohol

                                        d.         Propane tanks for fork trucks

                                        e.         Oxygen and acetylene tanks

                                        f.          Hydraulic oil

                                        g.         Grease

                            2.         Welding operations

    All welding operations will be done in a confined area unless otherwise instructed by the maintenance manager.  A fire extinguisher will be immediately available in case on an emergency.

     

    XIV.    Control of Workplace Hazards

     

    1.         All flammable and combustible materials will be stored in a designated area or flammable storage area.

    2.         Good housekeeping will be the responsibility of ALL employees.

                a.         Waste materials are to be discarded in their proper places

    b.         Operators are to pick up and sweep any debris on or around their work area on a shift-to-shift basis.

    c.         All aisles and exits will be kept clear.

    d.         All painted areas to fire extinguishers will be kept clear for access.

    e.         All employees will know evacuation routes and exits to proceed to when instructed, in case an emergency case develops.

    f.          All employees will be instructed on the company Emergency Action Plan.

    g.         Emergency telephone numbers will be posted at main receptionist desks, offices of emergency Control Committee members and first-line supervisors.

    h.         Each first-line supervisor will be responsible for their shift employees to handle, store and maintain hazardous materials properly.

     

     

    XV.     Maintenance of Fire Equipment and Systems

     

                Outside safety firms conduct the following checks:

                            1.         ADT runs monthly checks of the water sprinkler system.

                            2.         A monthly inspection is made of fire extinguishers.

     

                Any questions or problems should be conveyed back to the supervisor.
