As we progress into this election year, it's worthwhile to look at the Bush administration's environmental performance. My recollection is that except for the Healthy Forests Act and maybe some provisions in a couple of energy bills and farm bills, there has been no environmental legislation signed by the president. There have been a pack of major rules, but except for the diesel truck rule (developed under the Clinton administration) virtually everything the EPA administrator has signed has looked a lot more pro-industry than pro-environment. Should we blame Congress? Or should we blame a president who probably wouldn't sign any solid environmental legislation that crossed his desk?
Is there anybody out there who can site any other really valuable environmental accomplishments at the federal level in the last eight years?
