I am working on the permitting of a new industrial facility in Colorado (I don't have much experience in the state), and was wondering if anyone could tell me whether it is worth the money to do the Preliminary Effluent Limitations service that the state Water Quality Control Division offers. It's optional, but looks like it could be helpful for our discharge permit application. It costs something like $1000 or more - anyone know if it's worth the time/money/hassle?
