OSHA's 1926.403(d)(1) says that electric equipment shall be firmly secured to the surface on which it was mounted but there is no definition as to how to firmly secure it.  On many construction sites you see outlets that are tied to colums with tie wrap but can still move if pulled.  Are tie wraps acceptable ways to mount or secure outlets to columns on contructions sites?  This is more of a technical violation rather than an actual hazard but I wanted to get the input of more safety pros.  What is an acceptable way, either per NEC or OSHA to mount and secure outlets at a construction site?  Thank you!

I reviewed OSHA and NEC and didn't see anything that defined "secure". I think you're going to have to make a judgement call as to what you believe is secure. What would the effect be if one of the tie wraps broke or the outlet slipped down the 2x4 to the floor? If a hazard or potential hazard is created you may need a better method of securing the devices (wood screws) to the 2x4.
