  • I must be blind...

...because I'm having difficulty finding a specific OSHA standard which prohibits employees from standing on the rails of a scissor lift.  I know OSHA considers a scissor lift a mobile scaffold and I didn't see anything under §1926.451(e), 451(f), 451(g), or 452(w).  I do know that §1926.453(b)(2)(iv) states, "Employees shall always stand firmly on the floor of the basket, and shall not sit or climb on the edge of the basket or use planks, ladders, or other devices for a work position," but it falls under Extensible and articulating boom platforms.  Would this be a General Duty Clause situation?  Am I looking in the wrong place?  Did I overlook it?

    Justin,

No you're not blind. Take a look at the OSHA interpretation dated October 23, 2002. It will give you the information you are looking for.

OSHA (in all their wisdom) applies the scaffold rules to scissor lifts. For a good summary check out the letter of interpretation at:

Thanks everyone.  I was always informed it was illegal to do so from day one, but I go to look for the standard and couldn't find it.

I think life would be easier if OSHA created a paragraph for scissor lifts.  Confused
