    Well, a successful safety program starts with the management. If they are not actively engaged in positive safety activities, that is they are leaving it up to you, the best you will be able to do is bandaid things up. you will be in a reactive mode constantly. The only thing that might help

    I can vouch for the smith systems training. It is the best of all the systems I have looked at or used. You being a non profit, there might be some kind of discounted cost. most companies will do that, if not for the good will at least for the tax break.

    Adam. Who doesn't see this as a problem--mgmt, hourly, both. I think your biggest problem is that no one sees this as a problem. That's probably because (and I'm assuming this) you haven't had incidents while guys are coming and going. If you've had incidents then some people have their heads in the sand. If you can't relocate the locker room outside the production area, can you have a work instruction that production activity stops while people are coming and going? If NO ONE else sees this a problem,

Liability and responsibility does not seem to be enough for the “bean-counters” to do what we all know is right. I'm lucky, I don't have to deal with bean counters.     I don't think from a HR perspective that it would be legal. I think what you need to do is make a couple of examples of personnel. If you have all the things you listed documented, fire the next person caught. At this point you have to get their attention. The only way to do that is to shock them. If your boss won't back you up, then you need to know so you can start looking also
